Factoring in Pennsylvania

Pennsylvania's single largest employment block is education and health services, at about 1,430,400 jobs in the Bureau of Labor Statistics' Economy at a Glance table for September 2026 (preliminary). That matters for factoring because hospitals, health systems and long-term care operators buy enormous amounts of contract labor, medical supplies and outsourced services, and they pay vendors on institutional schedules. Medical staffing agencies and service contractors carrying payroll while they wait on those payments are prime candidates for healthcare factoring or staffing factoring.

Freight is the next story. Trade, transportation and utilities employs about 1,132,800 Pennsylvanians, and the Lehigh Valley and the Interstate 81 corridor through Harrisburg and Carlisle have become dense warehouse districts serving East Coast population centers. Carriers, drayage operators and third-party logistics providers billing those distribution centers generate a steady flow of invoices, and many carriers factor to smooth cash between loads; our warehousing factoring overview covers the storage side.

Manufacturing remains substantial at about 559,200 jobs, from steel and metal fabrication in the west to food processing, chemicals and pharmaceuticals in the east. Construction adds about 262,900 jobs and professional and business services roughly 837,400. The western part of the state also has natural gas production in the Marcellus Shale region, where service contractors bill producers on extended terms.

Factors based in Pennsylvania

Pennsylvania has fewer home-grown factors than its freight and manufacturing base would suggest: two listed companies are headquartered here, 48 Factoring Inc. in Philadelphia and Funding Factoring Solutions in Bala Cynwyd, and we have not yet verified published terms for either, so neither appears in the comparison table. In practice Pennsylvania carriers, staffing firms and manufacturers work with the national factors, which fund in every state and are compared below. Three of the state's largest industries map to our industry pages: freight and trucking for the I-76, I-80 and I-81 corridors, manufacturing for the steel and machinery supply chain, and healthcare for the Philadelphia and Pittsburgh hospital systems. Use the wizard below to narrow the national list to factors that name your industry.

UCC filings in Pennsylvania

UCC records are filed with the Pennsylvania Department of State, Bureau of Corporations and Charitable Organizations. Its Uniform Commercial Code page says filings can be submitted through the department's Business Filing System website, but attachments cannot be uploaded online, so a financing statement that needs one must go on paper. The page lists filing fees of $84.00 per form for the financing statement, the amendment and the statement of claim, and a search fee of $12.00 per debtor name.

The UCC-1 is the factor's ownership notice. Article 9 governs sales of accounts as well as security interests, so a factor perfects its purchase by filing against your business. Because that filing determines priority, the factor will not fund until it has checked the record and filed its own statement.

Run a search on your exact entity name before you sign. Many Pennsylvania businesses have bank lines with all-asset liens, and a factor will require either a payoff or a subordination agreement covering the accounts it buys. Old financing statements from paid-off lenders should be terminated so they do not slow the process.

Pennsylvania law notes

A factoring agreement generally transfers ownership of invoices in exchange for a discounted price, which is why it is usually treated as a sale rather than a loan. That treatment depends on the deal's terms, so heavy recourse provisions deserve scrutiny.

Pennsylvania codifies Article 9 in Title 13 of the Pennsylvania Consolidated Statutes, Chapter 94 covering the rights of third parties. 13 Pa.C.S. § 9406, last amended in 2024, follows UCC 9-406. An account debtor notified of an assignment must pay the assignee, and a term in an agreement between an account debtor and an assignor is ineffective to the extent it prohibits, restricts or requires consent to the assignment. A health system's vendor agreement that bars assignment generally will not stop a supplier from factoring its invoices, although the factor must follow proper notice procedures.

No state-specific disclosure statute was identified as of November 2026 for commercial financing or factoring in Pennsylvania.

This is general information, not legal advice.

Major metro areas

Philadelphia and its suburbs are dominated by health systems, universities, pharmaceutical and life-science companies, and port and rail logistics on the Delaware River.

Pittsburgh combines hospital systems, robotics and software, engineering firms, and legacy metals and energy businesses tied to the region's gas production.

Allentown-Bethlehem and the Lehigh Valley are a distribution powerhouse with growing manufacturing.

Harrisburg, Carlisle and York sit on the Interstate 81 and 83 corridors, home to large warehouse operations, food manufacturers and state government.

Scranton-Wilkes-Barre and Erie add distribution, plastics and metal fabrication.

Frequently asked questions

How much does it cost to file a UCC-1 in Pennsylvania?

The Department of State lists $84.00 per form for a financing statement, the same for an amendment, and $12.00 per debtor name for a search request. Your factor normally pays its own filing fee, but check whether it passes that cost through as a setup charge. Our guide to hidden factoring fees lists others to ask about.

Can a Pennsylvania home care or staffing agency factor hospital invoices?

Generally yes, for invoices owed by facilities and businesses. Invoices billed to Medicare or Medicaid follow different federal assignment rules, so most healthcare factors treat government-payer receivables separately. Ask any prospective factor which payer types it buys before you apply.

Can I file a UCC amendment online if it needs an attachment?

Not through the online system. The Department of State says attachments cannot be uploaded for online UCC filings, so a financing statement requiring an attachment has to be submitted on paper. Plan for mail processing time if your factor's collateral description runs long enough to need an attachment, and confirm the filing date on the acknowledgment.
